THE CHALLENGES BEING FACED IN EXECUTION OF C4I AND RECOMMENDED SOLUTIONS

چکیده مقاله

Rapid progress in information and communications technologies is dramatically enhancing the strategic role of information, positioning effective exploitation of these technological advances as a critical success factor in military affairs. These technological advances are drivers and enablers for the "nervous system" of the military—its command, control, communications, computers, and intelligence (C4I) systems—to more effectively use the "muscle" side of the military. Integrated C4I systems, which exchange data and work together, help military forces to prevail against adversaries by operating in a rapid, coherent, and coordinated fashion never previously achieved. This paper describes the basic definition of C4I and it’s Potential. Thereafter describes various challenges and recommended solutions for the execution of C4I in operations. According to this applied type of research, carried out based on the descriptive research method, there are three significant challenges to the effective exploitation of the potential offered by C4I technology—interoperability, information systems security, and national processes and culture involving C4I. All three challenges are important ones for nations to address but the security challenge (including related process and culture issues) is posing a high level of current risk. Success of a team depends on meeting the challenges of interoperability and national processes and culture with respect to the acquisition and effective use of C4I technologies. Only through sustained action in these areas will the nation's need for capable C4I systems be met in the coming decades.
